While it is crucial not to forget these primary perpetrators, we must also examine the roles played by ordinary workers in countries under Nazi occupation. In 1940, after the fall of France to Nazi Germany, Marshal Philippe Pétain established the Vichy regime in the unoccupied southern part of the country.
